In accordance with Nepal's own priorities, Norway has chosen to concentrate the assistance to primary education, good governance/ human rights and to the energy sector development (with focus on hydro power and electrification).

Norwegian partners in co-operation and beneficiaries of development co-operation are first and foremost the central government and local authorities. It expanded to the active participation of civil society, non-governmental and United Nations agencies, academia and a private joint venture cooperation in the field of hydro-power.
